CANADA–UKRAINE
ENVIRONMENTAL COOPERATION PROGRAM

The Government of Canada through the Canadian International Development Agency (CIDA) provides funding to Canada-Ukraine Environmental Cooperation Program (CUECP) for years 1999-2002. This Program comes under the provisions of the Memorandum of Understanding between the Government of Canada and the Government of Ukraine on Cooperation on Climate Change, including Joint Activities signed in January 1999. The Program is being administrated and delivered by the Institute of Public Administration of Canada.

The Program’s goal is to improve Ukraine’s transition to a market economy by enhancing capacities to manage environmental protection issues and activities. The Program’s focus is capacity building for Climate Change management in three main areas:

• Development of Ukraine’s National Climate Change Strategy
• Development of a Climate Change Management Structure in Ukraine
• Development of Policy and Legal Framework for Joint Implementation Projects.

The Program’s objectives are:

• To strengthen Ukraine’s capacity to act within the UN Framework Convention on Climate Change
• To develop a climate change management structure for Ukraine
• To facilitate Ukraine’s efforts to establish a sound managerial infrastructure to support the development of “flexible mechanism” initiatives under the Kyoto Protocol, in particular, Joint Implementation mechanism
• To promote, develop and implement Canada-Ukraine Joint Implementation projects aimed at reducing GHG emissions
• To promote long-terms links between Canadian and Ukrainian public and private sector institutions active in the environment and energy sectors and coordinate with other countries and institutional agencies participating in Ukrainian and Canadian environmental and Climate Change activities

A Joint Ukrainian-Canadian Program Management Committee (PMC) is responsible for the implementation of the Program. PMC is being supported by Canadian and Ukrainian Management Subcommittees. Ukrainian stakeholders play strong Program Management role through Ukrainian Management Subcommittee.

Projects within the Program are being implemented by Ukrainian institutions, organizations and specialists.
