Summary
Description
|
- The objective of the proposed GEF project to be developed using
the PDF resources requested is to remove barriers to comprehensive
energy efficiency improvements in district heating systems, there
by achieving large-scale reductions in fossil fuel consumption
and a corresponding reduction in greenhouse gas emissions
- The project will promote an integrated approach to district
heating system upgrades that includes both supply-side and demand-side
efficiency measures
- It will also reduce the overall cost of heat and hot water for
the urban population
- The project will be developed and implemented in close coordination
with related World Bank projects in Ukraine, building on experience
and developing a strategy that will maximize environmental, economic
and social benefits
- Heat supply and consumption systems of a pilot city, and the
results will be disseminated and approaches replicated in other
main cities of Ukraine

Objective
|
- Demonstrating the feasibility of an integrated approach to supply
and demand side improvements in Ukrainian district heating systems
- Building public awareness and disseminating information on the
benefits, technical options and potential financing arrangements
for improving energy efficiency in heat and hot water supply
- Institutional capacity building / training to identify, evaluate
and develop bankable project proposals (drawing upon in-country
experience, such as World Bank loans in Kyiv and Sevastopol)
- Institutional capacity building / training to manage and implement
the projects
- Development of incentives, new financing mechanisms, institutional
arrangements and/or an administrative and regulatory framework
to facilitate project implementation and cost recovery from investments
