Setting up a unit for heat carrier preparation (deaeration plant and equipment for water treatment) at Ordzhonikidze heating district #1 of Mariupol city

The objective of the project

The main objective of this project is creation of the state-of-the-art, efficiency and energy saving system of heat supply in Ordzhonikidze heat region #1 of the city of Mariupol, as well as development of the mechanism and scheme of implementing energy saving projects in the municipal heat supply system. To achieve this objective the following aims should be fulfilled:

• improve the quality of heat supply services in the region;
• improve the financial state of the municipal communal enterprise "Mariupolteplomerezha";
• reduce emissions.

Participants of the project

The main initiator of the project and the guarantor of the repayment of costs is the City Council of Mariupol, and the implementing agency is the municipal communal enterprise "Mariupolteplomerezha".

Measures implemented under the project

The main direction of fulfilling the works under the project will be installation of the facility for the heat carrier treatment (deaeration plant and chemical water treatment).

Project benefits

• reduce the number of the consumers' complains on the weaknesses of the heat supply system;
• reduce fuel consumption for heat supply needs and reduce the enterprise's costs for repairs and maintenance of the system (average annual costs savings as the result of the project implementation make $353.9 thousand (Hr. 1,893 thousand), annual gas savings - 4.85 million m³).
• use the saved costs for resolving other general problems of the enterprise's operation, which in its turn will allow to increase the prestige of the local authorities and the trust of the population.

Annual reduction of GHG emissions

9,200 t of СО₂-equivalent.

Total project cost and required investments

The total project cost makes $624 thousand (Hr. 3,338 thousand), own project financing (city and oblast) - $174 thousand (Hr. 931 thousand), debt financing - $450 thousand (Hr. 2,407 thousand).

Financing mechanism

Financing mechanism is the loan of a commercial bank or UkrESCO.

Form of the loan guarantee

The loan is guaranteed by the city council of Mariupol and liquid assets of the municipal communal enterprise "Mariupolteplomerezha".
